GSM/GPRS/UMTS Mobile Phone SOS Mode of Operation

 

Problems to Overcome 

 

The current care and emergency services have the following limitations & problems.

 

·            Emergency assistance strongly depends on person(s) making a phone call to an emergency centre, explaining the situation and giving the location.

 

·            US mobile phone positioning requirements FC911 of ~125 m. radius is not good enough to find the person(s) and to provide first aid in time.

 

·            The fastest ambulance service still requires a minimum of 15 minutes (in cities, 30 minutes in rural areas) to get to the person in need. This is too long for most critical emergencies.

 

·            In case of fire or similar alarms it is not easy to alarm all endangered persons in time, since one of the only ways is to initiate an alarm clock or shout out loud and knock on doors at the moment a fire is detected.

 

·            Persons needing care need to stay at home or hospital or within a closed area to be able to get care service. Their freedom to move around thus is strongly limited.

 

·            Although (mobile) network allows high priority switching for Emergency Calls, there is no help call possible in places where there is no (mobile) network coverage.

 

·            There is no life function monitoring system associated with the communication systems to allow assistance before and during the first aid.

 

·            There are times the authorities want to evacuate an exactly determinable area only. This is not always an easy and fast operation.

 

·            There are plenty of misuse of mobile phones in terms of false alarms.

 

 

 

 

 

 

 

 

Abstract

 

Freedom of movement, safety and security everywhere, immediate help & care to elderly and people with needs, fast help in case of emergencies are some of the community benefits of the “Mobile Phone SOS Mode of Operation”. The health insurance, healthy long life, good health and emergency services are the indisputable high values throughout Europe and for the “Mobile Phone SOS Mode of Operation”. These new services enable GSM/GPRS/UMTS mobile phones to inform

 

(1)             other mobiles with direct communication and

(2)             emergency centre via public network & via emergency/care network;

 

about the immediate care and emergency needs of citizens. These new service applications and services enable qualified personnel to locate a care or emergency source with high accuracies to some meters. The “Mobile Phone SOS Mode of Operation” applications & services encourage citizens to attend first aid courses and be ready to help whenever they receive "help" request on their phones.
